Bleeding Edge Technology in the Public Sector

Most of the time public government doesn’t go to the bleeding edge of technology. For example, our school district is still using XP SP2 and Office 2003 except for Outlook which is 2007. We just recently made IE7 the district standard for web browsing, so with every other web site announcing the release of IE8 I was wondering if we will follow the trend and not go to IE8 for a few years. The answer is most likely, or until we move to Windows 7, which I believe we will do more quickly because of it’s currently good stability and reviews in beta.

I would like your opinion on the matter of upgrading to IE8.
